Areas of interest for public management: Approaches to the design of a territorial-based methodology

Abstract

In order to facilitate the process for the selection and prioritization of territories that requires intervention by the Neighborhood Recovery Program —promoted by the Ministry of Housing and Urban Development—, a territorial-based methodology has been developed to identify the areas of interest for public management. Such a challenge is not only consistent with the need to establish objective, quantifiable and transparent criteria to guide neighborhood-scaled investment, but also with the creation of major urban management entities intended to provide a comprehensive view of territories according to concerted and strategic planning. With the above objective in mind, this paper offers the first approaches to the design of a territorial-based methodology by setting out the possibilities of its implementation and contribution to regeneration processes and equalization of the urban conditions of different territories.
