Characterization of effectiveness and innovation in Family Health Centers

Abstract

This study seeks to develop instruments to characterize management effectiveness and innovation capacity in Family Health Centers. To evaluate management effectiveness a multi-criteria model was developed, following the methodology of hierarchical analysis, which incorporates expert's opinions and assesses the consistency of such judgments. Among criteria of management effectiveness, clinical management is deemed strategic and given a greater relative importance, followed by administrative work and inter-sectorial work. These factors were evaluated using 25 indicators, grouped into intermediate criteria. We used an adapted KEYS survey to study the innovation capacity of establishments. We added questions about barriers to innovation in the public sector, and to the relationship with the social environment. The language was also adapted to peculiarities of public healthcare. An instrument with 79 questions grouped into 10 dimensions was created which measures organization's innovation strengths and weaknesses. Both tools were tested in 6 CESFAM in the Metropolitan Region —chosen using a non-probability sampling criterion—, belonging to 6 different districts and to 4 different Health Services. Finally, the results of management effectiveness and innovation were compared, finding evidence of a possible link between both, which could be studied in detail on a larger sample, in further research.
